Lawmakers conclude 2025 Indiana session

Indiana lawmakers concluded the 2025 legislative session late in the evening last Thursday. Key issues up for consideration this session were property tax reform and passing a balanced two-year budget. The IBA was very active on a variety of issues from the outset of session all the way to the final moments. Overall, it was another successful year for the industry with several meaningful reforms passing. Listed below are several important bills of note. The IBA will provide a full session summary through the Insighter next week. 

Bills of note:

  • HEA 1001 – State budget. 
  • HEA 1081 – Distributions of charitable beneficiaries. 
  • HEA 1088 – Probate matters. 
  • HEA 1427 – Department of local government finance. 
  • HEA 1441 – Bank accounts for foster and emancipated youth.

CFPB to ‘deprioritize’ small-business lending data collection enforcement

The Consumer Financial Protection Bureau will not prioritize enforcement of its Section 1071 small-business lending data collection rule for businesses not covered by a recent court-ordered stay.

House Financial Services Committee votes to shrink CFPB funding

The House Financial Services Committee voted to reduce the amount of annual funding the Consumer Financial Protection Bureau receives by more than half.

CFPB agrees to end UDAAP lawsuit

The Texas Bankers Association and other plaintiffs announced they have reached an agreement with the Consumer Financial Protection Bureau to end a lawsuit over changes to the bureau’s UDAAP exam manual.

House lawmakers debate regulatory burden on banks

House Republicans accused regulators of failing to appropriately tailor regulation to bank size and risk while Democrats said the Trump administration has sought to overturn regulatory reforms put in place to prevent a repeat of the 2008 financial crisis.

SBA reinstates stronger underwriting requirements for 7(a) loans

The Small Business Administration has reinstated stronger underwriting requirements for 7(a) loans through the issuance of a Standard Operating Procedure document.
